The Windows 10 Insider beta build adds the ability to change the color of the top of the window: presumably that means it'll be available to normal users in an update later this year.
The options chosen in Settings::Personalization are automatically saved to your theme file. Currently the Settings::Personalization::Background page does not accurately reflect the images selected via a theme: you can politely ignore that. Or select a new image or image folder there, and then your theme will be updated with that. Threats include any threat of suicide, violence, or harm to another.

The difference between the current window being used the active one and others that are open is so minimal that I have far too often shut down the wrong window by mistake. Having a clear difference is essential for me and there are a lot that would like a much more easily identifiable difference that was available in previous versions of Windows.
I do hope that the update that allows a simple colour difference at the top appears very soon. Fat borders is a different thing. You can mostly get that via High Contrast themes.
